Kootenai County Passes Emergency Ordinance to Expedite Building Permits

On November 20, 2015, the Board of County Commissioners approved Emergency Ordinance 487 that allows Kootenai County Community Development to significantly streamline the building permit process to repair damage that has occurred as a result of the November 17, wind storm. This announcement covers only properties located in the unincorporated areas of Kootenai County.

During usual circumstances, structural repairs require the review and approval of construction drawings. For the 182 days of this emergency ordinance, most like-for-like replacement of damaged structural components will be permitted through authorization of an over-the-counter building permit. No construction drawings will be required for review. Submittal of a completed "Minor Project Building Permit" application, payment of a $100 fee, and an accurate site plan of the parcel will be required. In some cases in which there has been extensive damage, or if proposed work goes beyond immediate damage repair, the standard process will be necessary. The standard process includes the review and approval of construction drawings, as well as a referral to outside agencies.

The Kootenai County Commissioners recognize the seriousness and magnitude of the damage that has occurred. With this announcement of a streamlined permitting process for damage repair, they hope that families that have suffered damage can get their homes and lives back to normal in a timely manner.

The Building Division of the Community Development Department issues building permits for the construction of single-family residences, commercial structures, pole barns, fences over six feet tall, decks, re-roofing, garages and storage buildings over 120 square feet. Permits are also required prior to engaging in site disturbance activities such as grading, excavating and storm drainage or run-off control. (If a community water system is affected by site disturbance, inquiries are addressed to the Department of Environmental Quality.)

The Building Division has jurisdiction over structures erected within the County, not within City limits. Setting a mobile home on real property or converting a mobile home to real property also requires a permit from the Building Department. Structures are required to meet the regulations of the International Building Code, the International Residential Code, the International Mechanical Code, and the International Energy Conservation Code, which is enforced by building inspectors. State inspectors (769-1579) do plumbing and electrical inspections. Questions regarding water quality issues or septic systems should be directed to Panhandle Health.
